Harlan County Judge/Executive Dan Mosley says officials have been actively working for the last year-and-a-half to secure funding for a new water treatment plant for Evarts and the Black Mountain Utility District as they deal with yet another loss of water. In an extensive statement on Facebook, Mosley – who calls it the most frustrating situation he’s ever encountered in public service – says they have applied for and been denied multiple state grants to replace the 30-year-old water treatment system. He says a new plant will cost around $7 million and they will continue to look for funding. But, he says Evarts has hired a new engineering firm to help develop long-term solutions.
