Former Sheriff to Undergo Psychiatric Evaluation

Former Letcher County Sheriff Mickey Stines will be spending 30 days in the Kentucky Correctional Psychiatric Center in La Grange to undergo a psychiatric evaluation.

Last week a judge ordered the evaluation after Stines’ attorney announced plans to pursue
an insanity defense for Stines’ capital murder charge in the shooting death of Letcher
District Judge Kevin Mullins in the judge’s chambers in September.

Stines’ attorney said he will be presenting “expert evidence” relating to a “mental disease or defect” bearing on the issue of guilt.

The judge said that both the Commonwealth and the defense will be allowed to witness Stines’ evaluation.

Stines is currently in jail in Leslie County.
